Calls to House offices critically needed: urge rejection of Motion to Instruct Conferees

Action Requested: Contact your congressman in the House of Representatives now and urge them to reject the motion to instruct the pension bill conferees to accept the Senate hybrid pension plan provisions.

Background: On April 6, members of the House of Representatives will be asked to vote on a Motion to Instruct the Conferees, proposed by Representatives George Miller (D-CA) and Nancy Pelosi (D-CA). The motion directs pension bill conferees to accept the Senate bill’s (S. 1783) provisions on hybrid pension plans. The Senate provisions are prospective only and propose onerous new mandates. We have obtained talking points from Miller’s office on his proposed resolution.

The conferees are not required to follow a Motion to Instruct, even if the measure passes in the House. However, it could make it more difficult to achieve a comprehensive, design-based solution — without mandates or litigation carve-outs — applicable to existing and future plans.

The Council has sent a communication to all House offices and prepared a set of talking points to help you understand and communicate the urgency of the situation to your representatives.
